You are looking at an outlook that is part of the medium range forecast (the outlook for days 4-8). The most important thing to note is that lack of a risk does not mean zero risk. Generally speaking, confidence has to be pretty high for the Storm Prediction Center to have an outlook area this far into the future.
When no specific risk areas are shown, you might see one of these phrases:

DISCUSSION
Early next week, west-northwesterly flow is forecast over much of the northern U.S., while an upper-level trough is forecast to move across the south-central states. Thunderstorms will be possible ahead of this weakening trough along the western Gulf Coast on Monday and Tuesday. By Wednesday, thunderstorms will be possible along the coast of Louisiana. From Wednesday into Thursday, a large-scale upper-level trough is forecast to dig southeastward into the east-central U.S. This will help usher cool and dry air southward across the U.S, limiting moisture return from the Gulf. As a result, thunderstorm potential appears to be low late in the Day 4 to 8 period.
